Review tax considerations in REopt #69

Revise replacements to be capitalized (ITC eligible if appropriate) and no longer treated as operating (tax-deductible) (i.e., update “effective cost” calculation
Revisit assumption that 3rd party pays for existing systems O&M and fuel
Revenue from sales to the customer should be taxed? – need to check if it is in REopt and if this is worth addressing.

Updated and linked to https://github.com/NREL/REopt.jl/pull/210 (although this PR is very old and we could consider creating a new one if we have time and funds to pursue this)
