option to include multiple outages in overall results (e.g. costs, emissions) using expected value

@hdunham some thoughts: It seems straightforward to include fuel use emissions in results/outages.jl, but would be more complex to include outage emissions in overall emissions results, if we also want to account for avoided emissions from grid electricity during outages (so maybe we just ignore that piece?)
