What is the current behavior?
The new endpoint created for resilience_state (aka outage simulator) returns invalid resource_uri (from the /outagesimjob/ endpoint)

return correct resource_uri
What is the motivation / use case for changing the behavior?
for external users to be able to see correct resource_uri upon posting a new job at the outage simulator end point
