invalid resource_uri returned from the outagesimjob endpoint

• What is the current behavior? The new endpoint created for resilience_state (aka outage simulator) returns invalid resource_uri (from the /outagesimjob/ endpoint)

• What is the expected behavior? return correct resource_uri

• What is the motivation / use case for changing the behavior? for external users to be able to see correct resource_uri upon posting a new job at the outage simulator end point

This issue is addressed in PR # 91

The fix for this issue has been deployed on staging. Going to get merged to develop as well today.
