Description and Purpose

Update CI and inputs for OpenFAST 3.5.0. This is a combination of #245 and #244. Big thanks to @Yuksel-Rudy!

This PR should follow #239. May borrow from WEIS (https://github.com/WISDEM/WEIS/pull/229).
