Update ControllerInterface to handle yaw/yaw-error inputs #12

A new function, Sim.sim_ws_wd_series(), has been added to simulate varying wind speed and direction.

Note: This includes the changes from https://github.com/NREL/ROSCO_toolbox/pull/11
