This pull request primarily includes a more rigorous testing suite for the NREL 5MW land based wind turbine and the IEA 15MW UMaine Semi-submersible model. This was initially pulled from @dzalkind's updates on his master branch of the ROSCO toolbox.
Major Updates:
Include ROSCO_testing suite.
ROSCO_testing.py: Contains "lite", "heavy", "discon comparison" and "rosco comparison" functionalities for different testing purposes.
run_Testing.py: A script to run various test scripts.
Test_Cases folder updated to have two turbine models - NREL 5MW land based, and IEA 15MW floater
Include example 11 for generation linearized models using ROSCO_toolbox and AeroelasticSE tools

To-do:
[ ] A Jupyter notebook (or similar) to do more rigorous post processing of the tested controller would be super helpful
[ ] An update to the readme with instructions for the standard user to test ROSCO. Perhaps a "baseline" case for run_Testing.py will suffice.
I'm closing this because these changes have been included in an updated pull request, #21, and the matlab-related updates have already been merged in #17.
