TE Flap Updates

A few small updates for trailing edge flap controller to help enable control optimizations.

Also updated the ROSCO submodule to track ROSCO/dev. It is up to date with https://github.com/NREL/ROSCO/commit/032b1267eec494d15e87050aaa1232a56e0d6f55 now.
