In WEIS, I want to be able to specify the number of gain scheduling points. I set it up so the default is 60 wind speed points and 30 pitch control points. That comes out to 31 above rated wind speed indices and 30 below rated because we don't use the rated wind speed in pitch control gain scheduling.
I don't think we need to add this to the input yamls if we're setting up defaults. It might be good to revamp the parameter setting, but that's a problem for another day.
