Description and Purpose

This changes the README and docs to let users know that the repo is being deprecated.

The ROSCO toolbox will officially live within https://github.com/NREL/ROSCO once https://github.com/NREL/ROSCO/pulls/54 cascades its way into the main branch. This will be ROSCO v2.4.0

This PR should probably wait until this happens, and then should also make its way into the main branch of the ROSCO toolbox.
