Add GIS files #31

Add GIS files that can be used to create maps with ReEDS regions

Two suggestions

The attached shp file is for US and Canada and resource region level aggregation. Most users are going to be making PCA maps, while a GIS user could run a dissolve we should provide PCA and resource region data separately.

The Open Access hierarchy table includes Mexico, we should include a version of the spatial data that has Mexico detailed.

I've updated the files to a new folder called spatial_data. Included are a US only and a Coninental PCA shapefiles. The tabular data is aligned exactly with that used in the bokehpivot hierarchy table.
