Align unit disaggregation between ReEDS2PRAS and R2X #3

This might end up being an R2X issue, but it would be nice if both models used the same unit disaggregation approach.

[ ] Verify how R2X does it
[ ] Decide whether to change R2X to align with ReEDS2PRAS or vice versa
[ ] Do it

We'd probably have to @pesap to understand how R2X does this (or Kodi?). It's definitely true I did something different than legacy R2X. I think I can justify why but agree it's annoying to have diff methods.

If Pedro can point to where R2X does this/how I can add how R2PRAS does it. You all can executively decide what's best and then we can meet to align? But trying to not create more work/delay since I won't be back until late May (and things will likely be immediately crazy).
