Loss factors widget for Wind #1868

Add the loss factors widget for the wind timeseries data

As far as I can tell this is no longer an issue for Wind. The widget is on the Wind Farm page rather than the Losses page, which can be discussed as a potential revision.

@cpaulgilman do you think we should move the loss input to the losses page for this release, or put it on the list for next year?

System availability and curtailment are both loss options on the loss page as well, so this may need more thought. Also, the other losses on the Losses page affect the uncertainty calculation, and our existing loss factors widget does not.
