Create a table that provides portion of energy for hot water and steam by NAICS, based on 108 Processes book.

@carriescho I've made some adjustments to the enduse_temps_IPH.py file to provide % energy by steam and hot water (if you're curious the changes start here. The NAICS in the csv results here only cover the NAICS that correspond to the original SICs in 108 Processes, not all the NAICS in the county-level data set. If needed, I can do that matching.
