offer api status dashboard for participating APIs #29

Perhaps using something like http://www.stashboard.org/ or https://www.statuspage.io/.

Yeah, I think I've talked about deploying Stashboard before, but StatusPage also looks quite nice. This is definitely something I'd like to do.
