Improve handling of weather files in AWS/GCP

Pull Request Description

• Only upload the weather files required by the job (saves time for small jobs)
• Fail faster and with clearer error messages if any weather files are missing
• Add logging in a few places
• Some small corrections to comments

Testing: We've been running on GCP with this change (added in https://github.com/rewiringamerica/buildstockbatch/pull/45) for a while with no issues.
