Previously, the lowest-cost option within each pathway type was the one saved in this file (e.g. the lowest-cost landfill out of multiple landfill facility options); however, that obscures a portion of the variability that comes from facility location. I've expanded the file to record all pathway cost options by default.
The region identifier columns refer to the source facility.
