paginate REopt documentation for v1 and v2 #234

the REopt documentation is now split between user and developer documentation and is maintained on github wiki's

@reger Anything else I need to do for this PR? Should I be PR'ing to staging or is master appropriate?

@reger is there a way to re-route a URL using page definitions? For example, if I added a page / file to create a URL to redirect from could I have that URL go to an existing page / URL?

@NLaws, are you referring to setting up a redirect from the old URL that got deleted at https://developer.nrel.gov/docs/energy-optimization/reopt-v1/? If so, I've setup a redirect in https://github.com/NREL/developer.nrel.gov/commit/d4c0cba507683fcc1daf527d9830bd962b0205d0 so this now gets redirect to https://developer.nrel.gov/docs/energy-optimization/reopt/v1/. But if you had something else in mind, we can adjust those redirects.
