Support multiple extensions in Jade config #10

This makes disco work with this Jade PR: https://github.com/NREL/jade/pull/6. It also adds support running impact analysis and hosting capacity as generic commands.

The latest version of PyDSS report-metrics branch is required.

I ported the snapshot post-postprocessing code to use the new workflow.
I added stub files for time series post-processing.
