Param changes, avoid nan in output #156

Set input params place_new_regulators, use_ltc_placement to be true by default
Fix nan in combined upgrade_summary json
Also changed name of output file for each job from overall_output_summary.json to output.json

The nan in the combined output json was being introduced in the step where job names were being added (it being converted from and to dataframe). I modified such that the job names are already present in all the outputs produced, and the aggregation step only combines the data.
