Allow greater customization of PyDSS simulation parameters #30

This PR adds the following:

  1. Customize PyDSS reports that will be enabled, both in a single run and in a pipeline.
  2. Customize simulations to skip nighttime hours.

I also changed the default value for calculating estimated run minutes to enabled.
