Add models for generic upgrade cost analysis #72

This PR is a proposal for collecting user inputs for running Upgrade Cost Analysis with generic OpenDSS models. These are differentiated from the regular simulations based on DISCO-formatted models.

@tanushree04 I think the best way to do this and ensure the output is up-to-date is to generate the schema in the docs. This would mean that it wouldn't be visible in this PR - it would only show up when we merge to the main branch. Is that OK with you? I can provide this version offline.
