Auto-add base case jobs #9

@KwamiS This adds the base case jobs for the SMART-DS feeders only. Can you test this out? I don't love the implementation. I may change some things, but I think that the end result will work for you.

@jgu2 I would like to proceed with this PR. I think that more improvements will be needed as I integrate it with the new hosting capacity workflow, but it should be sufficient for now.

This was merged through #10
