Typical operation hour algorithm #133

looks like it is pretty straight forward that this branch only includes work around the last milestone

adding python script including typical hours operations algorithm
making improvements/modifications in that python script
use lxml in python to grab hourly data and reformat into applicable input dataframe to the algorithm
create a rake task that executes the python script and using BSync XML as input

so creating a pull request!!!
