[Task: partner] status on initial partner #40

Test Plan

using LBNL synthetic data set
load on CEC's data warehouse,
format with OEEM (Recurve's, for calculating energy savings),
run analysis (applying differential privacy),
load output to (presumably) another data storage,
check privacy concerns.

Blocking Item

Recurve has to get the year 2 subcontract with NREL first,
to finalize contract with CEC.
