Is your feature request related to a problem? Please describe. Implement the new model of wakes and wake steering described in the paper "Curled-skewed wakes behind yawed wind turbines subject to veered inflow" by Mohammadreza Mohammadi et al; see the paper here. They describe the model mathematically and provide the following algorithmic flowchart:

Implementation within FLORIS is future work.

@paulf81 can you add more detail to this feature request such as:

[ ] A brief intro to the new model
[ ] Proposed implementation details into FLORIS like how it fits into the framework
[ ] Validation details - how will we know when it's done correctly?
