sets air system hvac operating schedule based on occupancy schedules in spaces on air loop
set infiltration schedule for infiltration objects to 0.25 when system is on and 1.0 when system is off
minor require and comment edits

I added a couple tests and made some methods that are helpers static so as not to require instantiation of an object.
