Start Docs versioning #142

Looks like documentation version should happen automatically since read the docs listens on the webhook for tags that are pushed. We need to remember to change the string value in docs/conf.py before pushing the tag.

@nreinicke Can you merge this but leave the branch. I want to try to resolve some other versioning stuff on it, and I may merge it again.
