Specify date format in AddMonthlyUtilityData #52

It wasn't obvious to me which date format was expected when I used the AddMonthlyUtilityData measure. I dug through the measure.rb file to find out, but figured I'd save the next person some time by specifying the format in the start_date and end_date descriptions.
