Ev measure updates #54

Hi, per Katherine's advice, I updated the folder structure in this measure so that the resource files are appropriately linked in the measure.xml. This is necessary in order to get the resource files to be included in the BCL. I confirmed that the measure still works as expected. Nick, should you review this, or someone else? This should be a simple review. Thanks! @nllong @kflemin

Can this be merged? Should we also merge this into develop?
