@nllong why is everything after 0.2.0 being deleted from the change log

Also noticed Rubocop is being added here, but isn't in develop of this repo or other measure gem repos like model articulation. Should they all be in sync related to this?

Yeah, this isn't ready for merging. The base seems out of state. We are working on this manana.
