Remove orphan #9

Adding in remove_orphan_and_unused_resoruces measure to this repo. This was the last measure left in OpenStudio-measures repo nrel_published directory.

@nllong after this and PMV pull request, I don't have anything else to alter prior to making a 2.x release of this gem.
