Update hard coded template in DOE prototype and maybe baseline and other measures as needed #113

While some measures dynamically get these from list in extension gem, others like prototype measure are hard coded. If I update this I also need to update the min version of OpenStudio to 3.5

Talked to @mdahlhausen there is PNNL version coming out for 2016 and 2019 for baseline, so I should not update this baseline.

Fixing https://github.com/NREL/openstudio-model-articulation-gem/tree/3.5.0-alpha. No change being made to baseline measure, only prototype. Need to re-enable and extend tests in the future
