measure to add MoisturePenetrationDepth settings to use the EMPD heat balance algorithm #72

Need a measure that adds MoisturePenetrationDepth settings which would enable the use of the "MoisturePenetrationDepthConductionTransferFunction" or EMPD heat balance algorithm in OpenStudio models. I am working on a measure which will add the properties to the model already. I will push this measure that addresses this issue after testing the measure.

I've been trying to help Gabriel share a measure he created for adding EMPD Material Properties to a model and recommended that he share it as an enhancement to this gem.

He plans to push a new branch with the tested measure to close out this issue shortly. Please let use know if there is a more appropriate place for it. Thanks! -Karl
