Bug Description Currently we drop all SC Points > 1000MW (max_cap)

Expected behavior We need to map SC Points > max_cap to the features with the maximum capacity tie-line cost needs to be scaled by a multiple of SC Cap // max_cap

Charge code If you are at NREL and fixing this bug is urgent, please provide a charge code for our time.
