Stochastic occupancy schedules at fine time resolutions #1002

We've run into issues when using ResStock to generate stochastic occupancy profiles where if we're at a fine enough time resolution (1 minute being a pretty common use case for us), the loads look unrealistically spiky based on how the normalization works. We've seen appliances that spike to > 40 kW for a single minute, which if you're doing building to grid cosim (or even are concerned about that showing up as a heat gain in the space) can create artifacts that make it seem like there's more serious issues on transformer loading/unmet loads. For now in these cases we've been cutting the power draw of those events and increasing duration to get the same energy consumption, but it'd be really helpful for that capability to be native to ResStock schedule generation.

Wanted to make sure this gets tracked in ResStock, but there's also a corresponding OS-HPXML issue here: @afontani, let me know if you want to keep this as an issue here or if I ought to move it, just want to make sure this gets resolved someday.

@shorowit: it sure is! Thanks for the reminder that we already had an issue, I updated mine to include the link. I'll let @afontani decide if he wants to keep an issue here for this, we talked this morning and he was worried this wasn't getting tracked.
