Pulling in component load updates from OS-HPXML (https://github.com/NREL/OpenStudio-HPXML/pull/1215)

This was created to run ResStock analyses with component loads, but all changes exist on OS-HPXML, which will make their way back to ResStock after this is merged: https://github.com/NREL/OpenStudio-HPXML/pull/1215
