Skip validation from HPXMLtoOpenStudio

Pull Request Description

Avoid validating twice because we've changed the behavior of apply_defaults (to also apply validation) in BuildResidentialHPXML: https://github.com/NREL/OpenStudio-HPXML/pull/1298.
