Allow (a subset?) of integrity checks to be applied to an already-sampled buildstock.csv. This can be useful for buildstock.csv files that have been edited outside of sampling (e.g., buildstock-projections). I could see everything downstream of this line applicable to just a buildstock.csv. In reality, I think we'd just want to check a buildstock.csv's parameters/options against a given options_lookup.tsv.
