Companion PR: https://github.com/NREL/resstock-estimation/pull/374

Support options sampled from HVAC Secondary Heating Efficiency. Updates to ResStockArguments:

When primary system is not a heat pump: adjust the primary system's fraction of heat load served such that the sum of fractions does not exceed 1.0
When primary system is a heat pump: assume the secondary system is "separate" backup (in this case the secondary system's fraction of heat load served gets ignored)
