Fix option vs package apply logic in example ymls

Pull Request Description

For example, having the extra HVAC Cooling Efficiency|Ducted Heat Pump option in the ASHP upgrade causes the simulation to actually run, even if HVAC Has Ducts|Yes evaluates to false.
