Update weather files from NREL Data Catalog

Pull Request Description

The current link in the project YAMLs for the TMY weather files in NREL Data Catalog is out of date and missing the following Counties. This PR updates the link to the latest file on the NREL Data Catalog.

Missing files:

From @nmerket : Double-check the files between TMY3 files on NREL HPC and the NREL Data Catalog. They are possibly different.

We missed updating this line in download_epws of tasks.rb. I will update this in https://github.com/NREL/resstock/pull/1183.
