Pull Request Description

Previously, it wasn't clear that the provided utility rate data was for demonstration purposes only.

This PR relocates/renames:

resources/data/cambium -> resources/data/emissions/cambium
resources/data/simple_rates -> resources/data/utility_bills/test_simple_rates
resources/data/detailed_rates -> resources/data/utility_bills/test_detailed_rates

Additionally, the PR includes:

a top-level README in each of
- resources/data/emissions
- resources/data/utility_bills
a dataset-level README in each of:
- resources/data/emissions/cambium/2021
- resources/data/emissions/cambium/2022
- resources/data/utility_bills/test_simple_rates
- resources/data/utility_bills/test_detailed_rates
