Split out TVs and other technologies from Plug Loads #1206

Plug loads are often really large in the results and are not actionable. One piece is TVs that could be split out. I also think humidifiers are lumped into plug loads.

We would need to update some TSVs, and the plug load regressions.

Some items

[ ] Put some code in place to report TV energy consumption
[ ] Remove the TV energy from RECS 2015 energy regressions (dependent on CFA and Occupants). Move to RECS 2020?
[ ] Way to specify TV energy consumption (ANSI/RESNET/ICC 301? equation)
[ ] Characteristics in RECS that specify the number of TVs? (optional).
