The short answer is that, yes, this is intended. The 3D building surfaces stored in HPXML and OSM models represent the area and orientation of ground and exterior exposure of surfaces, but do not represent their position relative to each other.
We've opened this issue on the OpenStudio-HPXML repository for including new documentation around this.

Hello, I faced an issue while handling with idf file from ResStock. I'm not sure if this topic is suitable for discussion here. Please advise if there's a more appropriate venue for addressing this matter
When I ran project_testing in ResStock (3.2), I found that the vertices of surfaces from the generated idf file are not met as usual building.
Is this intended? I could not find why this happens in the documentation. Thanks.
