Commit ResStock 2024.2 data release yaml to develop #1261

Persist ResStock 2024.2 upgrade yaml in the ResStock develop branch. Possibly move to this file for the current CI instead of this file national_upgrades.yml.

Evaluate the impact of CI time. @whiphi92 : Can you point us to the 2024.2 TMY YAML?
