For both of the 2024 data releases (and perhaps earlier ones; I didn't check), the units for in.utility_bill_fuel_oil_marginal_rates are listed as $/kBtu in the data dictionary and enumeration dictionary.
The metadata for the 2024.1 release gives values for in.utility_bill_fuel_oil_marginal_rates of around 3, which is reasonable for $/gallon.
The metadata for the 2024.2 release leaves all of the utility rate columns that I've spot checked blank.
Note: looked into this, seems to be an issue in the data dictionaries in EUSS. @rajeee is looking into why the columns are blank in 2024.2 (there are other empty cols too, related to emissions)
