Consider changing the default behavior of tie breaking to keep the first record instead of the last #67

Brady Cowiestoll (I don't know your username, sorry!) suggested we change the default global option rplexos.tiebreak to "first" instead of "last".

I might consider making this change when merging the h5plexos-enabled rplexos I've been working on in a fork of this repo, so this is a reminder to do that.
