data: Develop a template decision context with dummy data and model

Provide a totally generic starting point for users to develop new decision context datasets and a new technology model.

Requirements

• [x] Multiple technologies with not completely overlapping design aspects and parameters
• [x] Demonstrate drill-down by separating Component B into B1, B2, B3 B0, B1, B2 (keeping everything zero-indexed for consistency)
• [x] Add overall process efficiency (or similar name) as a Metric; use input and output efficiency values to calculate
• [x] Add definition of the st.triang function and parameters to slide data file slide (as a compromise, I added the webpage that lists all the allowable distributions)
• [x] Add in a "mixture" of distributions
• [x] Add the "filler" data discussion to every point where we encounter fillers - Side note, there are some places where I've put in 0 everywhere a variable doesn't apply, and in some places I've put in actual values because the values aren't being used in the technology model anyway, so 0 or non-zero has no impact. I'm torn between being consistent for clarity or using both methods as a demonstration. Additional edit: Some unused variable values actually need to be non-zero, like the capital's Lifetime values in designs - otherwise the code throws divide-by-zero errors. I'm adding notes to clarify where I find these special cases. (Documentation is updated to reflect this quirk in the docs-Mar23 branch)

The template has been "developed" and merged into dev. At this point there will continue to be tweaks and other minor changes, including additions to the analysis notebook, but no structural changes to the input dataset or other major refactorings. I'm closing this issue for now and will re-open in case major changes need to be made in the future.
