[CATA][NPCs] Freed Inferno (46331) #162

Reporter(Player/Character) Name: Hundoslavus

Current behaviour: Freed Infernos are spawning alongside Enslaved Infernos, causing them to fight an endless war.

Expected behaviour: They should spawn in regards to the quest: 'Unbinding' (QuestID: 27662). No instances of them should be active unless someone is doing the quest.

Steps to reproduce the problem:

  1. Go to Cannon's Inferno
  2. Watch Inferno elementals fight endless wars with each other.

All Twilight highlands area needs a total rewrite, we have one scheduled already and will happen soon. for now please ask GMs in game for help to complete the quest
