I suggest you to watch some Altrius videos and check if icd go longer than the maximum 4.5 sec (base cooldown) you can check it also on other classes like warrior (mortal strike)
@Illusie Not sure what you want me to look at. @Wilcalaf This should help. A ret paladin soloing Heigan in Naxx 10 on retail back in 2011 (Cataclysm). I recommend turning sound off.

Heigan has Spell Disruption which reduces Cast time by -300%. While I was under the impression that only Melee Haste affected it, it seems like this was not changed until later expansions (MoP+). At 2:44, he uses Crusader Strike with the debuff active, resulting in a 4.5 sec CD (The maximum CD possible, it cannot go above that, hence why the tooltip on NRG is also not pushed beyond that number, yet the core treats it as such).
At 2:53, he uses another CS without Spell Disruption, resulting in a 3.XX CD for him as indicated on his OmniCC.
Go ahead and see if you can use it within 4.5 seconds on NRG under that debuff. The actual CD becomes AT LEAST six seconds or more. It should be questionable enough that the ability itself creates a 'fake' cooldown period with the tooltip indicating 4.5 when it is in fact more than that.
I am open to the idea of searching for more references if required or discussing it in Discord. Thanks in advance.
Another note: Tooltip explicitly states haste effects REDUCE the cooldown of affected abilities. As such, it is hinted it would never increase the cooldown beyond base in the case of negative effects.

From want I Have read on Ej Haste will never become useful and the amount of haste needed to get to a 3sec Swing is unreachable.
@virpyre 3 sec swing? you mean 3 sec cd on crusader strike you can reach it at 15% haste base stats when TW/Hero judgement haste + 10% melee haste that only reachable at DS hc gear but the lose on other stats is too high and people never go that stat.
I'm not sure the topic opener talk about melee swing.
The OP is just saying that the tooltip display is incorrect when you have a debuff on your character ex. like Downwind of Altairus the display of Crusader Strike can't go any higher than 4.5, however, the only noticeable change is via display is to your Attack Speed and Haste in the paper doll by pressing C.
I tested using Downwind of Altairus... In the first picture here displays that I have in fact taken a debuff Haste of -45.92% and an increase of +3.52 to my Attack Speed.
In the second image, my cooldown goes from 4.16 to 4.5, it will not go any higher then what the default cooldown is set to in the database.
If we were in MoP then the default would be 6 seconds.
@virpyre It's not just the tooltip. Read my original post again.
The haste reduction actually goes beyond the base tooltip cooldown and pushes it into unintended higher amounts. This is not blizzlike and should be evident enough in the claim that the tooltip indicator does not push it beyond 4.5 seconds.
You're not thoroughly testing this by reading tooltips with debuffs attached to yourself.
As I said above certain abilities may push past that in the game to a much higher number but the default is still going to be 4.5 I am pretty sure that it can't be changed.
This issue may go father, it might not even be the talent but a tooltip issue.

Description: Sanctity of Battle allows Crusader Strike and Divine Storm to benefit from haste effects, reducing the cooldown of both abilities for X point of haste or attack speed gains. This may never negatively affect the cooldown beyond its base value.
Current behaviour: Negative haste or attack speed reductions can push CS/DS cooldowns above 4.5 seconds (base cd), despite the tooltip and cooldown indicator only displaying the base cooldown, confusing the player and making them wonder why they are unable to use an ability that should have come off cooldown.
Expected behaviour: Negative haste effects may affect both abilities, but never push them beyond their 4.5 second base cooldown.
